I think that schools and teachers should step in to stop such undesirable acts in schools. Schools should view this matter seriously and set ground rules against bullying. Both the bully and the victim needs to be counselled.
To prevent it from becoming a vicious cycle, information needs to be brought across to the students. In the case when they are being bullied, they should know how to deal with the situation and who to turn to for help. Talks and presentations can be conducted in schools to bring these messages forward.
